About This Role
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below. To qualify for this position at the GS-11 level, you must meet the following: Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyzes and measures the effectiveness, efficiency, and productivity of administrative, technical and clinical programs, with comprehensive knowledge of mission, organization, and work processes of healthcare systems management, planning and operations; knowledge of the concepts, principles, practices and regulations that apply to budgeting and financial tracking for a healthcare program with regional impact; Advanced knowledge of International Classification of Disease (ICD), Current Procedural Terminology (CPT), Healthcare Common Procedure Coding System (HCPCS), Medical Terminology, and Current documentation guidelines; Develops resource guidance for the Medical Center activities in accordance with VHA policies and objectives, regulations and precedents as well as major issues which affect the use of VAH, VISN and system related support resources (people, money, or equipment); presents recommendations and negotiates solutions to disputed recommendations; performs a wide variety of analytical and evaluative studies to determine the efficiency and effectiveness of the VA administrative and health care services and delivery systems; provides consultation and technical advice and leads groups and coordinating the work of a large number of parties. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first two years. To qualify for this position at the GS-12 level, you must meet the following: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Physical Requirements: Light lifting of less than 20 lbs., sitting for moderate periods of time, and regular reading requirements. Also, must possess the ability to work under pressure, tight deadlines, and rapidly changing priorities. The incumbent is required to use a keyboard to access a computer to perform his/her duties. Preferred Experience: REPORTING SYSTEMS KNOWLEDGE: Uses PowerBI, NPPD, SAIL, NAC, VSSC, CTM, VSE, Foresight, in depth knowledge of national reporting SharePoint's for specialty programs and nationally monitored metrics. COMPUTER KNOWLEDGE - WORD PROCESSING (MS-WORD): Uses MS Word or comparable word processing software to execute several office automation functions such as storing and retrieving electronic documents and files; activating printers; inserting and deleting text; formatting letters, reports and memoranda; and transmitting and receiving e-mail. COMPUTER KNOWLEDGE - SPREADSHEETS (MS-EXCEL): Use MS Excel or other comparable spreadsheet software to develop and change spreadsheets to graphically display data. COMPUTER KNOWLEDGE - GRAPHICS (MS-POWERPOINT): Uses MS PowerPoint or other comparable graphics software to develop presentation materials. COMPUTER KNOWLEDGE - VISTA: Uses the Veterans Health Information & Technology Architecture (VistA) to access information in the Medical Center Computer System. The Management and Program Analyst serves as a member of the VISN Prosthetics and Sensory Aids Service (PSAS) analyzing and evaluating processes, data and the management of data for potential improvement. Coordinates improved processes for development of new or modified integrated systems, work methods, organizational structures, record and files, and in making recommendations concerning operations of the Prosthetics and Sensory Aids Service.
