About This Role

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement to maximize resource availability to the operational units and reduce overall costs while maintaining and increasing needed C2M capabilities. Ability to plan, organize and develop studies or projects, making recommendations on substantive operating programs. Also, ability to conduct extensive organizational research and analytical studies to determine specific requirements and develop specifications. Knowledge of a broad range of command, control, mission systems programs, basic programs, project, requirements, lifecycle management principles, basic IT and systems principles winch cover hardware, software, and networks. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of customers business processes and operations to anticipate and define functional requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of conventional and special operations command, control, and mission systems and operational experience in an operational field such as flight, command, control, or special tactics. Have a working knowledge of customer's business processes and operations to anticipate and refine functional requirements. 2. Knowledge of project management fundamentals to includes task management, milestone planning, sequencing actions, project controls, and control for cost, schedule, and performance. 3. Knowledge of a program management fundamentals and activities such as life cycle management, procurement, cost benefit analysis, systems architecture, financial and budgetary activities, and testing methods. 4. Knowledge of requirements management principles, concepts, and techniques and ability to gather, coordinate, and analyze requirements, develop acquisition strategies, field systems, and knowledge of basic defense budget and programming processes. 5. Ability to maintain up-to-date awareness of C2M systems and programs and advise leadership on what may or may not be applicable to enterprise objectives and mission needs. 6. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships. Also be able to create, coordinate, and process major command and service level staff packages and actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. The activities include managing, staffing, planning, and maintaining requirements, program statuses, timelines, budgets, development efforts, and evaluation activities.
