About This Role

MINIMUM QUALIFICATION REQUIREMENTS All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: 1. performing objective analysis of policy issues and/or legislation, including authorization or appropriations matters, and synthesizing information from multiple sources into clear, concise analytical products; 2. collaborating across organizational or interagency teams to facilitate resolution of conflicting views; and 3. communicating issues effectively, both orally and in writing, to develop clear, accurate, and timely products for a variety of audiences. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: 1. initiating and conducting objective analysis of policy issues and/or legislation, including authorization or appropriations matters, and synthesizing information from a wide range of sources into analytical products that support leadership decision-making; 2. collaborating across organizational or interagency teams to facilitate resolution of conflicting views; and 3. communicating complex issues effectively, both orally and in writing, to produce clear, concise, and timely products for senior officials and stakeholders. You may qualify at the GS-14 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private sector, that demonstrates the following: 1. leading objective analysis of complex policy issues and/or legislation, including authorization or appropriations matters, and synthesizing information from diverse sources into comprehensive analyses and actionable recommendations for senior leadership decision-making; 2. leading cross-functional or interagency teams in high-pressure environments and negotiate resolution of conflicting views; and 3. communicating highly complex issues effectively, both orally and in writing, to develop clear, accurate, and timely products for senior executives, leadership officials, and key stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is located in the Legislative Reference Division (LRD) within the Office of Management and Budget (OMB) in the Executive Office of the President (EOP). LRD coordinates the articulation of the Administration's position on legislation by overseeing the review and clearance of the Administration's legislative proposals, testimony, and statements on bills. The incumbent will carry out OMB's legislative oversight functions covering a broad range of government programs and activities.
