About This Role

A candidate's resume must show a proven record of accomplishment that clearly demonstrates he or she has: (1) Knowledge of the Federal budget process and financial management practices and procedures.** The successful candidate has applied extensive knowledge of federal budget formulation, execution, appropriations law, fiscal management, and financial regulations to direct and oversee organizational budgeting and fiscal oversight activities, including: 1) leading development, execution, and evaluation of annual budget estimates, financial plans, and budget submissions; 2) coordinating and validating funding requirements, cost projections, workload data, and financial analyses to ensure alignment with organizational priorities, strategic goals, appropriations, and fiscal policy; 3)managing appropriated funds by tracking expenditures, obligations, reimbursements, and balances while implementing internal controls, compliance measures, and anti-deficiency safeguards; and 4) conducting program reviews, budget analyses, and performance evaluations to identify trends, resolve discrepancies, address audit findings, and support executive decision-making and mission objectives. (2) Ability to Provide Budget Liaison Duties, Advice, and Guidance. ** The successful candidate has demonstrated ability to serve as principal budget liaison & senior advisor on complex fiscal, appropriations, & funding matters affecting operations & strategic initiatives by: 1) representing the organization in high-level budget discussions, negotiations, & briefings; 2) coordinating communications on appropriations, budget formulation, funding strategies, & legislative requirements; 3) advising executive leadership on budget impacts of policy decisions, resource allocations, & funding initiatives; 4) reviewing & analyzing financial proposals, funding arrangements, & budget recommendations for fiscal soundness, compliance, & stewardship; 5) coordinating multi-source funding, reimbursable agreements, & interagency financial activities; & 6) facilitating collaboration among stakeholders to resolve budgetary issues, funding conflicts, & resource allocation challenges. (3) Ability to supervise and lead a diverse workforce. The successful candidate has supervised and led a diverse workforce, in doing so, performed these administrative functions: (1) established performance standards, guidelines, & expectations; (2) directed daily operations, assigned work, & evaluated performance & outcomes; (3) provided coaching, mentoring, & informal/formal feedback; (4) resolved employee concerns, complaints, & grievances promptly; (5) developed & implemented improvement plans & recommended personnel actions; (6) advised & counseled staff on work-related & administrative matters; (7) exercised authority to initiate & enforce disciplinary actions; (8) reviewed & approved/denied leave & other personnel actions; (9) oversaw processes to ensure efficiency, compliance, & effectiveness; and (10) communicated organizational goals, priorities, & expectations to align with mission objectives. (4) Ability to communicate in writing. The successful candidate has produced high-quality written materials, including budget justifications, reprogramming requests, budget guidance, project plans, study proposals, and policy recommendations to support agency-wide budget formulation and execution. (5) Ability to communicate effectively other than in writing. The successful candidate has the ability to speak clearly and with professional poise in both formal and informal settings to customers, vendors, and peers, managers to both provide and seek information. This includes providing information that is accurate, current, and complete. This also includes targeting the amount, style, and content of the information to the needs of the receiver; actively listening to and understanding information; and listening to and answering questions thoughtfully and completely. This position is located in the Financial Services Directorate, Chief Operating Officer. The position description number for this position is 332168. This position has no promotion potential. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position may work a flexitime work schedule.
