About This Role

Minimum qualifications: Bachelor’s degree in related field and 7-9 years of related work experience or equivalent work experience 3+ years of supervisory experience in a related field Knowledge of local exchange carrier and inter-exchange carrier services and contract management. Knowledge of telecommunications service billing, voice mail systems, standards based video conferencing, and standards based telecommunication systems. Knowledge of private branch exchange (PBX) implementations to include hardware/software components, trunking issues, configuration options, and security. Knowledge of all aspects of information systems. Employees within this position are expected to demonstrate the following HIR Technical Competencies: Analytics; Compliance, Internal Controls, and Audit Support; Consultation and Outreach; Contracting/Procurement; Emergency Response Planning and Risk Management; Financial Management; Hardware Installation and Management; Information Management; Information Resources Strategy and Planning; Information Systems/Network Security; Information Technology Support; Inventory Management; Knowledge of Emerging Trends and Industry Best Practices; Network Management; Project Management; Quality Assurance and Testing; and Telecommunications. All employees in leadership positions within CAO are expected to demonstrate the following leadership competencies: Coalition Building, Decision-Making, Leading People, Results Orientation, and Strategic Planning. Preferred Qualifications: Master’s degree in related field PMP certification Experience in Avaya systems Security Requirement: This position requires that the applicant obtain and maintain an applicable U.S. Government security clearance, which requires U.S. citizenship. We will not submit your application for a clearance unless you are a U.S. citizen. This position requires unescorted access to secure offsite locations which require an identification badge. In order to be approved for the applicable badge, you must be a U.S. citizen. **Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only). This position is located in the Enterprise Infrastructure Directorate, House Information Resources (HIR), Office of the Chief Administrative Officer (CAO), U.S. House of Representatives (House). The Enterprise Infrastructure Directorate provides engineering and technical support in the areas of Voice Communications and Administration of both the DC and District Office telecom environments.
