About This Role

Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Leading large, complex acquisition or investment programs (e.g., multiple projects or segments) by defining program goals, developing integrated schedules, and managing cost, schedule, and performance baselines to deliver operational capabilities to USBP or similar operational components; Managing the full planning, programming, budgeting, and execution (PPBE) lifecycle for major programs, including developing and justifying program budgets, monitoring obligations and expenditures, conducting cost benefit or life cycle cost analyses, and recommending trade offs to remain within funding and resource constraints; Coordinating cross functional or matrixed teams (including staff, contractors, and stakeholders from multiple offices) by assigning work, setting performance expectations, tracking milestones, and resolving issues to ensure timely completion of program objectives and acquisition milestones; Overseeing the development and implementation of acquisition strategies, systems engineering activities, and test and evaluation plans (e.g., Developmental and Operational Test and Evaluation), ensuring operational requirements are translated into technical requirements and that interoperability, supportability, and sustainment needs are met; Preparing and delivering high impact written and oral products (such as program status reports, briefings for senior leadership, and documentation for Acquisition Review Boards or Investment Review Boards) that identify cost, schedule, and performance risks and recommend courses of action to support program decisions. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 05/22/2026.
