About This Role
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of civilian and military personnel processes and procedures, directives and regulations in order to facilitate a variety of personnel actions, expert knowledge of organizational command structure missions, programs, functions, and organizational relationships, and knowledge of manpower and human resources sufficient to evaluate and make recommendations concerning overall plans and proposals for complex organizational projects and to develop, interpret, and analyze data extracts in order to assess mission requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inΒ-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Joint Task Force Civil Support (JTF-CS) mission and functions as related to personnel issues in fulfillment of established mission program goals and objectives. Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs. Knowledge of a wide range of manpower and personnel (civilian and military) concepts, principles, operations, laws, regulations, programs, and practices and ability to communicate effectively both orally and in writing. Expresses information effectively considering the audience and the nature of the information, makes clear and convincing oral presentations; listens effectively, clarifies. Knowledge of DoD, Joint Service, and agency management engineering principles, concepts, and methodologies including that of the manpower determinant development and requirements process and knowledge of organizational structures, missions, objectives, operating programs, key functions, and administrative/protocol policies and procedures. Skill in conducting reviews and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements and ability to establish and maintain effective relationships with senior staff both internally andexternally in order to assist managers in identifying causes and solutions to civilian human resourceproblems and to effectively counsel employees on Command employee training programs andpolicies. Considerable tact and diplomacy are required. Ability to analyze, plan, and adjust work operations of one or more organizational segments tomeet program requirements and objectives within available resources and knowledge of data analysis and visualization techniques to present Human resources andmanpower trends and manning readiness to the Director and senior leaders. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience. OTHER CONDITIONS OF EMPLOYMENT: This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position isa federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. Operational tasking for supported operations may expose incumbent to hazardous and potentially life-threatening conditions. Training may be required to prepare the incumbent for extended TDY under field conditions. Special dietary or religious requirements may not be accommodated during TDY or training exercises. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed"Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility.
