About This Role

This is a GG-09 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-09 duties for the "Technician" work category are at the "Full Performance" work level and are equivalent to those at the GS-09 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of civilian personnel methods, principles, and practices and skill in applying this knowledge to such assignments as the design and planning of difficult, but well-precedent projects. Working knowledge and practical understanding of basic relationships of Federal personnel management functions, theories, and techniques. Ability to think logically; write clearly, and communicate effectively with others, both orally and in writing; ability to gather facts and use effective, analytical, and evaluative methods to accurately assess information and make sound decisions. Knowledge of principles, concepts, legal and regulatory requirements, and related to civilian personnel programs; knowledge of management, agency, unit missions and objectives and their implications on civilian personnel management programs; knowledge of automated data processing and networking functions, techniques, and capabilities, including relational database principles, microcomputer, operations, and network operating systems; knowledge of security procedures to maintain control of classified material in a complex security environment. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION: One full year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Working knowledge and practical understanding of basic relationships of Federal civilian personnel management functions, theories, and techniques. 2. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work. 3. Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions. 4. Thorough knowledge of and ability to apply DCIPS Performance Management, Incentive/Performance Awards, Records Management, budget, training, Workers' Compensation, Civilian Deployments, Time & Attendance, Payroll, Government Purchase Card Program (GPC), Separations/Retirements, Benefits & Entitlements, In/Out processing, Passport issuance, and Drug Testing regulations, policies, and practices to specific issues. 5. Knowledge of management, AF, ACC and AFTAC missions and objectives and their implications on the civilian personnel management programs. Also, requires knowledge of security procedures to maintain control of classified material. 6. Knowledge of automated data processing functions, techniques and capabilities, including relational database principles, microcomputer operations, and network operating systems. Ability to develop improvements in and design new work methods and procedures using automated systems. CONDITIONS OF EMPLOYMENT CONTINUED: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
