Supervisory Program Analyst (Informatics)

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: : You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Analyst - Informatics. Qualifying specialized experience includes determining organizational unit goals and objectives in a constantly changing and developing health care field; independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; preparing briefing documents and making presentations to senior managers; assists with estimating program budgets, reviewing contractor and health informatics work plans, and progress report development; and experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques. Examples of specialized experience would typically include, but are not limited to: Apply statistical analyses and interprets their significance, including validity of measures used to generate outcomes related to patient management systems; Develop and/or oversee databases related to patient management systems, and actively participate in or leads the development of clinical decision-support systems; Conducting tests to analyze usability, sequencing, flow, plain language, minimum key strokes, and comfort level of the user, ensuring process adaptability workflow and that the processes used are the most efficient and effective; Develop, implement, manage, and analyze clinical informatics projects and tools; Possess thorough in-depth knowledge of the clinical environment; Possess practical, experienced and knowledge of automation and software systems such as VistA, Microsoft SQL Server, VSSC, and DSS databases; Communicate both orally and in a variety of written media with all levels of end users, management, and OI&T personnel, both internal and external to the facility; Direct complex clinical informatics. Physical Requirements and Work Environment: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The work is conducted in office, conference room, and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special equipment or clothing. The employee is in on-call status as needed and works flexible hours to meet the needs of the facility end user.
