About This Role

To qualify for this position at the FV-K (GS/FG-15) level, applicants must have at least 52 weeks of Specialized Experience equivalent to the FV-J (GS/FG-14) level that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position. SPECIALIZED EXPERIENCE includes - Experience managing, directing, and coordinating resources in a public or US military or governmental (federal, state, local) environment or private sector dealing with evaluating the effectiveness of a flight program and developing criteria and standards in support of the mission (e.g. flight inspection, transportation of passengers, or goods, aviation dispatcher, dispatcher or collecting and analyzing data for flight inspection missions. - Experience working in a certificated flight program, experience with strategic planning, process evaluation and development, and experience with budget allocation and other administrative policies and procedures. - Experience providing oversight and ensuring readiness routinely and in the event of emergencies, including safety, training, and scheduling. - Experience dealing with laws and regulations in accordance with 14 CFR Parts 5/121/135/141. AND In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration. SELECTIVE PLACEMENT FACTOR (SPF): To qualify, applicants must possess the following: - Flight Inspection Certification issued by Flight Program Operations Selected candidates must obtain a Class III medical certificate prior to appointment. ALSO QUALITY RANKING FACTOR (QRF): Well qualified candidates will possess supervisory experience with a Part 121 or Part 135 certificate holder (or a comparable position in US Military aviation operations), supervisory experience with government department, board or agency that deals directly with aviation matters, oversight of a Part 91 or 125 operations/aviation department, or any combination thereof. Applicants should include examples of specialized experience in their work history. Qualifications must be met by the closing date of the announcement. This position is located in ATO, Flight Program Operations, Flight Operations Group, BTL Flight Ops Team, AJF-1230.
