About This Role

You must meet the following requirements by the closing date of this announcement. GS-14 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Addressing identity theft and refund fraud, policy and procedures, including Frivolous Return Program. Providing recommendations for procedural guidance, including collaboration with Counsel for opinions when necessary. Utilizing Integrated Data Retrieval System (IDRS), Accounts Management System (AMS), Report Generation Software (RGS) or Electronic Fraud Detection System (EFDS) to analyze taxpayer data. Assisting taxpayers through telephone contact or correspondence involving tax related issues and adhering to disclosure procedures. Applying adjustment procedures, statute procedures and unpostable research. Building queries and creating reports within Selections and Analytics Platform (SNAP). Investigating and researching accounts, refund fraud and identity theft. Applying the methods, precedents, and guidelines related to individual and/or business accounts. Providing guidance and serving as a policy expert to prepare complete decision packages, studies, and recommendations. Researching cross-functional programs and their interrelationship with assigned program to provide recommendations for improvement. Experience with IRS functions, programs, policies, regulations, procedures, and operations to evaluate programs plans and determine impact of changes on program goals. Applying technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems and provide statistical data or other management information reports. Identifying tax issues that impact assigned programs to make recommendations. Applying and written communications to exchange information, to prepare reports, explaining program differences and recommending improvements and/or corrective action. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
