About This Role

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1: Expertise in Major Shipbuilding Program Management and Acquisition: Demonstrated experience leading all facets of multi-billion-dollar submarine shipbuilding programs, including acquisition, program management, and business/financial management. This includes a proven ability to lead government negotiation teams through the entire acquisition lifecycle, from Request for Proposal (RFP) development to the negotiation and award of innovative design and construction contracts. TQ 2: Mastery of Defense Budgeting and Financial Execution: Demonstrated expert knowledge of the Planning, Programming, Budgeting, and Execution System (PPBES) as it pertains to major shipbuilding programs. This must include hands-on experience with the preparation, defense, and execution of budget submissions to Congress, and comprehensive knowledge of all relevant appropriations, including the National Sea-Based Deterrence Fund (NSBDF), Shipbuilding and Conversion, Navy (SCN) and Research, Development, Test, and Evaluation, Navy (RDT&E,N). Experience must include proficiency with Navy financial accounting systems and the analytical methods required for effective financial oversight. Time in grade is not required for Senior Level (SL) position. All qualifications and education (if applicable) must be met by the closing date of this announcement and clearly documented in your resume. The Senior Advisor, Enterprise, Strategy, Business, and Industrial Integration (SA-ESBII) is the senior authoritative expert responsible for integrating enterprise strategy to maximize the readiness and availability of the Navy's submarine fleet through innovative business arrangements, contracting frameworks, and industrial capacity initiatives. The programs reflect an annual budget of $37 billion; $189B in the Future Years Defense Program (FYDP).
