BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Experience Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as performing flight safety duties in support of the Flight and Flight Test Safety program. Briefs transient and all local aircrew members, as well as sister services on flight safety issues. Performs safety spot inspections. Coordinates bird and wildlife mitigation coverage and, when necessary, performs mitigation and depredation of wildlife in designated exclusion zones. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate: We are seeking a highly skilled and dedicated Aviation Safety Specialist to manage our comprehensive flight safety programs for a complex, multi-mission installation. The ideal candidate will be experienced in aviation safety and responsible for evaluating both traditional and flight test safety initiative. This critical role requires a proactive professional who can meticulously analyze complex mishap data, identify emerging trends, and implement effective measures to enhance flight safety. The candidate will serve as the installation's key technical authority on aviation safety, ensuring all airfield operations, modifications, and waivers adhere to the strictest standards. This individual must be prepared to act as a primary on-call investigator for any flight-related mishaps. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation flight and ground safety programs; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of safety problems, and formal reporting procedures; and risk assessment methods and techniques for evaluation of aviation flight safety risks. Application of formal mishap prevention and investigative principals acquired in USAF Aircraft Mishap Investigation Course, USAF Jet Engine Mishap Investigation Course, USAF Operational Risk Management Application and Integration Course, and Bird/Wildlife Strike Hazard (BASH) training. 2. Knowledge of communication techniques, principles, and regulations to communicate effectively, both orally and in writing, in responding to work related problems and questions. 3. Knowledge of basic airfield construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards. 4. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions. 5. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions of proposed airfield construction. 6. Basic working knowledge of Microsoft Office programs and applications. 7. Ability to plan, organize work, and meet deadlines. 8. Maintain currency and proficiency in the operation and firing of shotguns, to include knowledge about safe storage and proper maintenance of the firearms. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
