About This Role

For the GS-12 Level: Applicants must have one year of specialized experience equivalent to at least the GS-11 level in the Federal service, or equivalent, performing program support or analysis work for insurance, benefits, health care, or related administrative programs that includes: Assisting with the development or documentation of program requirements, business processes, implementation steps, or operating procedures for Program systems, services, or administrative solutions; Reviewing Program policies, operations, enrollment issues, stakeholder input, or data to identify issues and draft findings or recommended actions for review; Preparing or updating written guidance, instructions, training materials, customer support materials, business rules, or other Program communications; and Coordinating with internal or external stakeholders to gather information, support Program activities, resolve operational issues, or assist with Program changes. For the GS-13 level: Applicants must have one year of specialized experience equivalent to at least the GS-12 level in the Federal service, or equivalent, performing program analysis and support work for insurance, benefits, health care, or related administrative programs that includes: Developing or documenting program requirements, business processes, implementation plans, or operational procedures for Program systems, services, or administrative solutions; Analyzing Program policies, operations, enrollment issues, stakeholder input, or data to identify impacts and recommend actions to management; Preparing written guidance, instructions, training materials, business rules, customer support materials, or other Program communications; and Coordinating with internal and external stakeholders to support Program initiatives, resolve operational issues, gather information, or implement Program changes. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. As a Program Specialist with the US Office of Personnel Management, Healthcare and Insurance, Program Development and Support, you will analyze Federal insurance benefit programs, develop policy and operational guidance, support program systems and solutions, coordinate with stakeholders, and recommend actions to improve Program administration.
