About This Role

Mandatory Requirements: Subject Matter Expertise: Expert knowledge and expertise in specialized subject matter areas, including understanding of how technology is used within the IC and in the national security interest. Expert knowledge of IC organizations, their roles, responsibilities, policy support mechanisms, and procedures. Counterintelligence & GEOINT Knowledge: Strong familiarity with counterintelligence operations, geospatial intelligence, and multi-source intelligence integration to support threat analysis and vulnerability assessment. Analytic Excellence: Superior ability to effectively plan, research, develop, and write high-quality, complex analyses, studies, and briefings on key U.S. policy and national security objectives for IC consumers and policymakers at the highest levels of government. Expert analytic and critical thinking skills, including strategic thinking ability and application of methodological tools and approaches to research, analyze, and present data (modeling, link analysis, software). Program Management: Expert knowledge of governance rules and project lifecycle methodologies, with considerable understanding of project management concepts and principles. Expert experience providing leadership and oversight to complex projects, including managing/mitigating risks, assessing customer requirements, identifying dependencies, developing project plans, and estimating costs using quantitative analysis. Communication Skills: Superior ability to communicate complex information clearly and concisely, both verbally and in writing, targeted to diverse audiences with different perspectives and objectives. Stakeholder Management: Ability to establish and maintain productive working relationships with high-level internal and external resources, effectively exchanging information within ODNI and across the IC. Leadership & Problem-Solving: Superior interpersonal, organizational, and problem-solving skills, with ability to work effectively both independently and collaboratively. Proven ability to lead, mentor junior colleagues, and promote team development. Execution & Adaptability: Superior ability to execute senior-level guidance in fast-paced environments, translating strategic goals into specific objectives with appropriate metrics. Creative problem-solving skills, flexibility, and initiative in carrying out mission responsibilities, including openness to changing opinions based on new information. Information Sharing: Superior ability to oversee information sharing programs and promote information sharing practices across the IC and USG. Expert ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; excellent use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders Desired Requirements: Analytic Tradecraft: Expert knowledge of analytic tradecraft and ability to communicate intelligence information to both generalists and specialists. Technical Expertise: Expert knowledge of one or more computer disciplines/specialties (hardware, software, networks); broad knowledge of other related disciplines. Education: Bachelor's degree or equivalent experience in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, technology management, or related field providing advanced knowledge of applications, systems, or networks. AI & Advanced Analytics: Experience with artificial intelligence, machine learning, or advanced analytics platforms supporting intelligence analysis. Data Governance: Familiarity with data governance frameworks, data quality management, or enterprise data architecture. Critical Infrastructure: Knowledge of critical infrastructure protection, supply chain security, or asset vulnerability assessment. Geospatial Analysis: Experience with geospatial analysis tools, mapping platforms, or location-based intelligence. Campaign Management: Experience managing intelligence collection campaigns or analytic engagement initiatives. Lead proactive counterintelligence and security activities across the United States government, integrating the instruments of national power to detect, report, deter, disrupt, investigate, exploit, and defeat foreign intelligence threats.
