About This Role

QUALIFICATIONS: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management Positions, three years of progressively responsible general experience, one year of experience which is equivalent to Federal experience at the next lower grade (GS-04), level, pay band (NH-01), or equivalent (pay schedule, pay band, etc). General Experience is described as experience: 1) Analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Planning and organizing work; 3) Communicating effectively orally and in writing. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in Produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. Takes and displays personal accountability in leading, overseeing guiding, and/or managing programs and projects within assigned areas of responsibility. Work is timely efficient and of acceptable quality. Completed work meets project/program objectives. Leadership and/or supervision effectively promote commitment to organization goals. Flexibility, adaptability, and decisiveness are exercised appropriately. OR EDUCATION: 4-year course of study leading to a bachelor's degree NOTE: You must submit a copy of official college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, completion of education leading towards a Bachelor's Degree. Therefore, having a combination of experience and education. NOTE: You must submit a copy of official transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of the program and/or strategic sourcing. 2. Comprehensive knowledge of a substantial administrative and/or program principles, concepts, policies, and objectives. 3. Knowledge of logistics processes, provisioning procedures and peculiarities of provisioning requirements development as well as tactical and strategic approaches to logistics management. 4. Skill in applying specialized analytical methods and techniques to resolve difficult assignment related management administrative problems and issues. 5. Ability to analyze historical data, trends, past and future assignment related data and select the appropriate planning methods for accomplishment of assigned tasks. 6. Ability to communicate clearly and effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
