About This Role
In order to qualify for this position, you must meet the requirements described below. Who May Apply: U.S. Citizens who have completed, within the previous two years, a qualifying bachelors or higher degree from a qualifying educational institution; OR will complete an advanced degree by June 30, 2026; OR, Uniformed Service Members who have completed at least four years of obligated service AND were awarded a bachelors or higher degree by an institution of higher education not more than four years before the employment start date. Applicants can be selected at GS-07 grade level. The target grade of this position is 13. You may qualify at the GS-07 level, if you fulfill the following qualification requirement: Have one year of experience in the same or similar work equivalent to at least the next lower grade level (GS-05) requiring application of the knowledge, skills, and abilities of the position being filled. Candidates for this position must clearly demonstrate in their resume that they possess specialized experience in: 1) Researching data and recommending actions to support programs or initiatives; and 2) providing a variety of analytical support to managers and staff. OR Successful completion one year of full-time graduate level education at an accredited college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree from an accredited college or university and claim eligibility for superior academic achievement based on one of the following: Class standing in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Election to membership in a national scholastic honor society recognized by the Association of College Honor Societies. OR Have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.) Note: You must attach a copy of your transcripts. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave. This position is located in the Workforce Performance and Specialized Employment Division (WP&SED), Human Resources Directorate (HRD), Washington Headquarters Services (WHS). The incumbent serves as a program analyst with responsibility for analyzing and evaluation programs, operations, and procedures for effectiveness and efficiency. The incumbent is also responsible for providing timely information, guidance, and support to customers regarding performance management.
