About This Role

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11.. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education s described below: GS-11 Grade Level: Specialized experience: Examples of specialized experience would typically include but are not limited to: 1. Advising, compiling, analyzing, and synthesizing VISN enrollment program performance data to identify strengths, weaknesses and improvement opportunities. 2. Managing multiple analytical projects and programs concurrently, where effort involves coordination among multiple stakeholders, government agencies, resources, and divisions. 3. Interpreting regulations and develops procedures to improve operations. ~OR~ Education (TRANSCRIPTS REQUIRED): Do you possess a PhD. or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. ~OR~ Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess equivalent combination of specialized experience directly related to the work of the Program Analyst and successfully completed graduate education that demonstrates the ability to perform the duties of this position, which may be substituted to meet the specialized experience requirements for GS-11 position. GS-12 Grade Level: Specialized experience: Examples of specialized experience would typically include but are not limited to: 1. Gathering relevant data, analyzing it critically, and making recommendations based on findings using available information resources such Internet/Intranet tools, manuals, and other reference material. 2. Monitoring nationwide operating outreach programs and activities supporting VA benefits, services, and programs available to Servicemembers, Veterans, and their families. 3. Preparing for and delivering outreach, presentations to various audiences within the VHA, VISN, Member Services, HEC, variety of levels of management, department level executives and outside agencies. 4. Creating special focused materials for meetings, retreats, and events. 5. Drafting briefing papers and answering Congressional and other internal and external stakeholder inquiries. This position is location in the Veterans Health Administration (VHA), Health Eligibility Center (HEC) Enrollment Standardization Office (ESO). This position is assigned to the Community Veterans Engagement Team (CVET). The Community Veteran Engagement Team (CVET) is responsible for the coordination of HEC/VHA Enrollment and Eligibility outreach activities at the national and local levels.
