Program Analyst-Facility Telehealth Technology

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/04/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: One (1) full year of specialized experience equivalent to the GS-09 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of Facility Telehealth Technology Program Analyst, and that is typically in or related to the work of this position. Specialized experience includes: Installs, configures, activates, tests Telehealth equipment, applications, and software; Educates staff and internal/external stakeholders; Researches and prepares cost estimate and purchase orders for new Telehealth equipment: Works closely with Biomed, vendors, IT, Office of Connected Care, National and VISN Level Hubs, etc to maintain equipment; Audits, inspects, and conducts equipment management reviews; Develops Standard Operating Procedure's, training and presentation materials; Maintains equipment inventory list (EIL); Tracks reports, including usage of equipment and workload; Assists Facility Telehealth Coordinator (FTC) with decision making, policy development, resource planning. and quality improvement; Serves as liaison for Telehealth, VACO, VISN, etc. for equipment; Implementation, management, evaluation and troubleshooting of all Telehealth technologies; Coordinates clinic set up and monitoring; Assists with administrative duties to support Connected Care program operations.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. (TRANSCRIPTS REQUIRED) . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education, as described above, which meets the total qualification requirement for the GS-11 grade level. Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistance with technology installation.
