About This Role

GS-14: In order to qualify for the GS-14 grade level, your resume must reflect one year of specialized experience equivalent in complexity and difficulty to the GS-13 grade level. Specialized Experience for GS-14: Defined as experience 1) applying principles and practices of a variety of professional, administrative, or technical fields/subjects (such as natural resources, biological/environmental regulations/laws, water resources management, budget management, endangered species compliance and habitat restoration/conservation measures; 2) coordinating and implementing programs collaboratively with stakeholders having varied and overlapping responsibilities and differing concerns and priorities across multiple states; 3) clearly communicating complex issues and proactively solving problems with both senior leaders and subordinate staff; 4) managing program budgets and 5) supervising subordinate staff. Supervisory Competencies: Applicants should possess proficiency or the potential to develop proficiency in the following competencies for successful performance of Federal supervisory work: accountability, customer service, decisiveness, flexibility, integrity/honesty, interpersonal skills, oral communication, problem solving, resilience, and written communication. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 05/28/2026.
