MANAGEMENT AND PROGRAM ANALYST

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of National Defense Authorization Act 2017 (NDAA 17), Chapter 16 Security Cooperation Reforms and DOD Instructions and Directives reference policies, regulations, and precedents applicable to the administration and coordination of Partner Nation exercises. Knowledge of GCC, Joint, and OSD strategic and operational goals and objectives. Skill in the sequencing and timing of key program events and milestones and methods of Assessment, Monitoring and Evaluation for exercises against strategic objectives. Work requires knowledge of relationships with other SC and joint exercise programs and key administrative support functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of U.S. legislative, statutory, regulatory, policy, and directive guidance pertaining to Title 10 Security Cooperation and Sec 321 TFFC programs. Knowledge of the relationships between CCMD SC missions and organizations and the respective agents for those commands involved in overall planning and programming of PN exercises and how PN exercises will support CP, SSCI, BMCR, and BSCF objectives. Knowledge of political and military issues in relationship to Mexico, Canada, and the Caribbean. Knowledge of NDAA guidance and Defense Security Cooperation Agency policies and procedures pertaining to PN exercises, foreign military training, equipping, engagement, Institutional Capacity Building, Assessment, Monitoring, and Evaluation, Congressional reporting and related programs and requirements for proper interpretation, execution, and compliance. Knowledge of the Joint Training System (JTS) and operator-level skills within JTIMS, JTT, and SOCIUM. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for senior leader use and decision-making. Ability to communicate effectively both orally and in writing, sufficient to negotiate complex issues and maintain good working relations. Knowledge of security (personnel, physical, information, operations, industrial) policies and procedures PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Conditions of Employment: This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. This is a Security Cooperation position due to the nature of the position's duties and responsibilities. Position requires DoD Security Cooperation Workforce Certification. Area of Consideration (AoC) and Level are to be determined by supervisor. Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position. Selectee must meet the designated certification AoC and Level requirement; if not has 1 year (Basic) 2 years (Intermediate-Expert) from Security Cooperation Workforce Development-Database entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may be subject the incumbent to adverse action.
