About This Role

QUALIFICATION REQUIREMENTS: SPECIALIZED EXPERIENCE GS-9: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience includes: Providing information and guidance to management and customers regarding the organization's function and programs. Assisting with project management activities to coordinate and integrate project objectives and recommendations. Applying quantitative and qualitative analytical techniques to support projects and studies related to program operations or administrative support functions. Apply communication techniques to present plans and proposals and assist in resolving conflicting interests. Using judgment to interpret organizational guidelines and adapting them to cover identified situations or issues. OR A Master's or equivalent graduate degree. OR Two (2) full years of progressively higher-level graduate education leading to a Master's or equivalent graduate degree. OR LL.B. or J.D., if related. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE FOR GS-11: To be eligible for this position at this grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience includes: Applying quantitative and qualitative techniques to support administrative functions like analyzing facts, drawing conclusions, and devising alternatives to project areas. Conducting studies and evaluations with limited supervision and developing recommendations for program improvements. Utilizing management principles and processes to perform project management duties to coordinate and integrate project objectives and recommendations. Applying oral and written communication techniques to present plans and proposals to negotiate changes to project areas. Supporting management by conducting analytical studies through extracting and interpreting data from information database systems for writing queries and formulas for reports. Using initiative and judgement to improve program efficiency through systems or software tools (e.g., Microsoft SharePoint Designer or comparable software). Providing Visual Basic updates via MS SharePoint Designer or comparable software for project/program area. OR A Ph.D. or equivalent doctoral degree OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree OR LL.M., if related OR A combination of experience and graduate education equivalent to that described above. SPECIALIZED EXPERIENCE GRADE 12: To be eligible for this position at this grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience must include: Developing and implementing action plans and project schedules for short- and long-term accomplishments, ensuring alignment with organizational goals, priorities, and policies. Independently performing operational reviews and program evaluations and providing recommendations to improve program effectiveness and achieve established goals and objectives. Determining and justifying project resource requirements and negotiating with managers or stakeholders to obtain necessary support and resources. Applying analytical and evaluative methods to assess program performance, identify trends, and develop recommendations for process improvements and organizational efficiency. Utilizing evaluative methods to conduct projects or studies, including establishing criteria to measure accomplishments, progress, and program effectiveness. Preparing and delivering briefings, reports, and presentations to communicate findings, support decision-making, and influence outcomes. Applying oral and written communication techniques to present plans, deliver briefings, and negotiate solutions to complex or disputed recommendations. Conducting analytical studies by extracting and interpreting data from information systems to develop reports and support data-driven decisions. Experience leading or coordinating analytical projects or studies involving multiple stakeholders or functional areas. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-Β­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
