You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE GS-9: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience includes: - Researching and analyzing organizational procedures, rules, policies, and regulations on area(s) of study. - Assisting with evaluating program operations and/or administrative support functions to improve its efficiency and effectiveness. - Assists with project management duties to coordinate and integrate project objectives and recommendations. - Applying written communication techniques to prepare reports and emails applicable to the operations, which may include programs such as Microsoft PowerPoint and Excel. - Applying oral communication techniques to present plans and/or proposals that reconcile conflicting interests and points of view. OR A Master's or equivalent graduate degree OR Two (2) full years of progressively higher-level graduate education leading to a Master's or equivalent graduate degree OR LL.B. or J.D., if related. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE GS-11: To be eligible for this position, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience must include at least six (6) of the following: - Applying analytical and evaluative methods to establish criteria for identifying and measuring the effectiveness of program operations or administrivia support functions. - Identifying actual and potential problem areas and/or deficiencies within functional programs and administrative activities. - Assisting with project workload through management principles and processes to perform project management functions, such as planning, scheduling, implementing, and closeout functions. - Establishing a system to review, control, and report on project status to management and/or senior specialists. - Recommending courses of action based on studies/reviews conducted which can include changes in work methods, procedures, and techniques to improve baseline measures. - Applying oral and written communication techniques to present findings, deliver briefs, and recommend solutions by negotiating and reconciling conflicting interests. - Applying research techniques to review organizational procedures, rules, and policies to perform administrative duties and provide recommendations to improve program effectiveness. - Applies techniques to the resolution of problems affecting efficiency, effectiveness, or productivity across administrative functions utilizing programs like SharePoint, Adobe, PowerPoint, Excel, etc. OR A Ph.D. or equivalent doctoral degree OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR LL.M., if related. OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. SPECIALIZED EXPERIENCE GS-12: To be eligible for this position, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience must include at least seven (7) of the following: - Applying analytical methods to establish criteria for identifying and measuring accomplishments and progress, such as revising financial methods and developing novel approaches. - Recommending actions based on studies/reviews conducted, such as budgetary analysis, that impact work methods, procedures, and techniques (e.g., estimating resource needs). - Monitoring status and resources to meet goals and objectives; as needed, recommends adjustment of work plans and resources for project accomplishment. - Managing project workload through management principles and processes to perform project management functions, such as planning, scheduling, implementing, and closeout functions, and evaluating financial projects and studies. - Applying research techniques to review organizational procedures, rules, and policies to perform administrative duties and provide recommendations to improve program effectiveness. - Planning, coordinating, and establishing operating methods and procedures for accomplishment of project/mission and directs the development of employee training. - Identifying actual and potential problem areas and/or deficiencies within functional programs and administrative activities. - Applying oral communication techniques to present findings, deliver briefings, and negotiate solutions to disputed recommendations. - Applying written communication techniques to prepare project papers, financial reports, manuals, and directives. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-Βgrade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
