About This Role

This is a developmental position with known promotion potential to the target position of Management Analyst, GS-0343-12. Incumbent works closely with supervisor in performing duties identified in full performance personnel document. When the supervisor determines that full proficiency has been acquired, a Request for Personnel Action (RPA) will be submitted to the Civilian Personnel Office with an annotation that the incumbent is performing the full range and scope of duties and responsibilities for promotion. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE FOR GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience include: applying management and organization principles and theories, including standardized administrative practices and procedures; gather, analyze, and evaluate information concerning management processes, draw conclusions, and recommend appropriate action; applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures. OR EDUCATION for GS-09: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION for GS-09: Less than the full amount of specialized experience described in the job opportunity announcement; however, have at least one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts. SPECIALIZED EXPERIENCE FOR GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience include: applying CPI analytical and evaluative methods and techniques for complex issues or studies concerning the efficiency and effectiveness of program operations; applying pertinent laws, regulations, instructions, policies, and precedents affecting the use of program and related support resources; adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. OR EDUCATION FOR GS-11: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION FOR GS-11: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. SPECIALIZED EXPERIENCE FOR GS-12: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: applying CPI analytical and evaluative methods and techniques for complex issues or studies concerning the efficiency and effectiveness of program operations; applying pertinent laws, regulations, instructions, policies, and precedents affecting the use of program and related support resources; adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity; developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inΒ­-grade requirements to be considered eligible. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: FOR GS-09/GS-11/GS12: 1. Knowledge and skill in applying CPI analytical and evaluative methods and techniques for complex issues or studies concerning the efficiency and effectiveness of program operations. 2. Knowledge of pertinent laws, regulations, instructions, policies, and precedents which affect the use of program and related support resources in the area studied. 3. Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the organization. 4. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. 5. Skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
