About This Role

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE GS-11: Applicants for the GS-11 position must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes reviewing and implementing policies and procedures to ensure proper use and control of funds; budget and resource management for an organization; collecting, reviewing, analyzing, and presenting program data; serving as a technical expert, providing technical expertise on program requirements, applicable legislation, policy, and/or regulations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION (GS-11 Only): Successful completion of a Ph. D or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, IN A RELATED FIELD from an accredited school. NOTE: You must provide your official transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION (GS-11 Only): Combination of education and experience such as education in excess of the first 36 semester hours (i.e beyond the second year) of progressively higher-level graduate education (leading to Ph.D. or equivalent) IN A RELATED FIELD from an accredited school, and some (but less than 1 year) of specialized experience as described above. SPECIALIZED EXPERIENCE GS-12: Applicants for the GS-12 position must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes reviewing and implementing policies and procedures to ensure proper use and control of funds; budget and resource management for an organization; collecting, reviewing, analyzing, and presenting program data; serving as a technical expert, providing technical expertise on program requirements, applicable legislation, policy, and/or regulations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-Β­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Maintenance Information System: IMDS, REMIS, GO81, BLADE Fleet Asset Status, Weapons System View, Engine View, Global Combat Support System (GCSS)-AF, how they interface. 2. Knowledge of the application of Air Force aircraft maintenance/logistics expertise as it applies to assigned programs; aircraft, weapons systems, engines, systems/components and personnel. 3. Skill in designing and conducting comprehensive studies, and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of maintenance on aircraft, weapons systems, engines, aircraft systems, aircraft components and aircraft maintenance personnel. 4. Ability to use computer systems/programs, Microsoft software and GCSS business objects to perform highly complex data analysis and produce detailed reports applicable to management engineering studies; data manipulation and extraction techniques; processing manpower change request forms and other relevant documents; and demonstrated skill locating and accessing information with a personal computer and software programs 5. Ability to plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 6. Ability to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
