About This Role
Conditions of Employment Continued Work may require travel away from the normal duty station to locations within and outside of the Continental United States on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). Incumbent may be required to obtain an official passport. This position is designated as a Testing Designated Position (TDP) in the Air Force Civilian Testing Program. As mandatory requirement for employment in the TDP, the member is (a) to refrain from the use of illegal drugs and (b) if requested to submit to urinalysis testing. The selectee must sign a statement acknowledging the position is occupied to submit is occupied as identified as a TDP. This is an Emergency Essential position IA W Section 1580 of title 10, USC. The employee must provide immediate and continuing support for combat operations or support maintenance and repair of combat essential systems of the armed forces. It is necessary for the employee to perform that duty in a combat zone after the evacuation of nonessential personnel, including any dependents of members of the armed forces, from the zone in connection with a war, a national emergency declared by Congress or the President, or the commencement of combat operations of the armed forces in the zone. It is impracticable to convert the employee's position to a position authorized to be filled by a member of the armed forces because of a necessity for that duty to be performed without interruption. Employee must meet the medical and suitability requirements of the positions as outlined in DD Form 3207 and sign the DD Form 2365 as a condition of employment. This is a KEY position IA W 32 CFR, Part 44 Appendix A and DOD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. Position Requirements: In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include: Expert knowledge of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to mobility planning, including cargo and passenger movement, supply chain management, equipment and vehicle management, and deployment planning, to develop and implement comprehensive mobility plans that support SOCNORTH operations; Comprehensive knowledge of air mobility and airlift operations, including the capabilities, restrictions, and limitations of organic and contracted aircraft within a joint organizational structure, to ensure effective and efficient transportation solutions for SOCNORTH missions; In-depth knowledge of joint staff functions and operations, including the roles, responsibilities, and interactions of various J directorates, to effectively integrate logistics and mobility planning into broader operational and strategic objectives; Thorough knowledge of transportation infrastructure, potential hazards, and security threats within the SOCNORTH Area of Responsibility (AOR), to identify and mitigate risks associated with mobility operations and develop contingency plans for disruptions FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-Βgrade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of federal and agency logistics concepts, principles, practices, procedures, and regulations applicable to logistics management, including cargo and passenger movement, supply chain management, equipment and vehicle management, vehicle maintenance, warehousing, deployment planning and operations, personal property movement, global fuels and cryogenics, quality assurance, and logistics planning under peacetime and wartime conditions. Knowledge of air mobility and airlift operations, including the capabilities, restrictions, and limitations of organic and contracted aircraft within a joint organizational structure. Knowledge of joint staff functions and operations, with a strong understanding of the roles, responsibilities, and interactions of various J directorates, such as Operations Planning Groups, to effectively integrate logistics and mobility planning. Ability to plan, prepare, and coordinate mobility operations with other U.S. Government organizations in support of SOCNORTH missions. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives while optimizing the use of available resources. Ability to communicate effectively, both orally and in writing, with clarity, conciseness, and technical accuracy to convey information and coordinate operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
