About This Role

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration and Program Series (0301). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include- Expert knowledge of joint and interagency logistics management principles, policies, and regulations, including DoW and CJCS publications and directives, to analyze complex logistics problems, develop authoritative recommendations, and ensure JTF-CS logistics plans and procedures remain aligned with current and emerging requirements; Expert knowledge of Joint command structures, military doctrine, and the relationships between the Joint Staff, HQ USNORTHCOM, its components, DoW agencies, and federal interagency partners, to coordinate and integrate logistics plans and resolve complex operational challenges in support of DSCA and CBRN consequence management missions; Mastery of advanced qualitative and quantitative analytical methods to evaluate and improve interagency logistics programs across the full spectrum of DSCA and CBRN consequence management operations, including the ability to lead comprehensive studies, develop proposals to new agency-wide logistics policies and procedures, and provide expert input on proposed legislation or regulatory changes that impact national emergency response capabilities; Knowledge of the roles, missions, and organizational structures of military combatant commands, component services, federal, state, and local agencies as they apply to crisis and consequence management operations, to serve as the principal JTF-CS logistics representative and facilitate effective interagency coordination; Expert knowledge of the National Response Framework, including ESF #7 - Logistics Management and Resource Support, and FEMA Response Posture Plans, to assess impacts on JTF-CS operations and recommend changes to interagency logistics plans, annexes, and CONPLANs; Expert knowledge of analytical and evaluative techniques to identify trends, assess gaps, and resolve complex interagency logistics problems, including the integration of new operational concepts, doctrine, and technological developments into command practices and mission execution; and Expert knowledge of DoW and CJCS publications, directives, and interagency regulations to develop, coordinate, and integrate logistics annexes, appendixes, and support agreements for USNORTHCOM CONPLANs and FUNCPLANs, ensuring compliance and harmonization across JTF-CS and interagency partners. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inΒ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of joint and interagency logistics management principles, concepts, policies, and regulations, including the ability to analyze and evaluate logistics programs and activities in support of DSCA and CBRN operations. Skill in developing, coordinating, revising, and implementing logistics support policies, procedures, and plans across multiple agencies and organizational levels. Knowledge of the roles, missions, and organizational structures of military combatant commands, component services, and federal, state, and local agencies involved in crisis and consequence management operations. Skill in building and sustaining effective working relationships and leading joint and interagency teams, including the ability to facilitate collaboration and resolve complex operational challenges. Ability to interpret and apply DoW, Chairman of the Joint Chiefs of Staff (CJCS), and interagency directives, publications, and regulations to develop and integrate logistics annexes and support agreements. Ability to leverage logistics management information systems, in-transit visibility tools, and data analytics platforms to monitor, assess, and improve logistics operations and policy implementation. Ability to communicate effectively, both orally and in writing, to provide expert guidance, briefings, and recommendations to senior leaders and interagency partners. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
