About This Role

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Mastery of a comprehensive range of intelligence research, processing, exploitation methods, and dissemination applications and methodologies is required, including the evaluation of diverse sources of information utilizing multiple intelligence information systems. To develop intelligence capability and threat assessments, the incumbent applies experimental theories and new developments to complex problems that cannot be addressed through accepted methods and makes recommendations that significantly impact important policies and programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices, including the use of multi-source intelligence information systems, particularly signals intelligence information systems, to capture data and inform recommendations for developing intelligence capabilities, new hypotheses and theories, and threat assessments. Knowledge of advanced analytical principles, concepts, and methods to produce detailed analyses of complex information and situations obtained from multiple sources, including database manipulation and advanced data searching techniques. Knowledge DAF, DoD, NASIC, and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s); Knowledge of the national intelligence community, Joint, and Department of Defense (DoD) structure, organizations, and mission functions, including inter-relationships and operations. Skill in conducting unbiased and complex research, identifying relevant and available systems/data sources, and producing collection requirement assessments that answer specific tasking requirements, thereby linking and leveraging agency capabilities in support of consumers, customers, and clients. Skill and ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implications of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience. Presents and/or justifies a position effectively, using clear and concise communication. Ability to communicate effectively with others, both orally and in writing, and to work out solutions to problems or questions related to the work. Writes clear and concise intelligence products and delivers written and/or verbal presentations to senior-level audiences for decision-making purposes. CONDITIONS OF EMPLOYMENT CONT. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing . Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The primary purpose of this position is: The Principal Intelligence Analyst (PIA) leads technical analysis and production efforts, leveraging digital network intelligence sources to inform customer requirements. The incumbent directs information queries and profiles on specialized information technology systems, extracting valuable insights and data to support engineering-level analysis at NASIC.
