Applicants applying for the GS-9 must meet one of the following requirements: A. Have at least one full year of qualifying specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-7 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualifying experience must demonstrate the following: 1) Drafting vacancy announcements; 2) Assisting performing qualifications analysis such as screening applications to determine basic eligibility; 3) Using automated human resources systems to code and process a full range of personnel actions; and 4) Assisting with responding to HR related inquiries. OR B. Education: Master's or equivalent graduate degree; or two (2) full years of progressively higher-level graduate education leading to such a degree; or LL.B. or J.D., if related. OR C. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) Qualifying experience must demonstrate the following: 1) Advising managers on Human Resources Staffing and Recruitment laws, regulations, and policies; 2) Conducting job analysis, developing assessments, generating vacancy announcements, and making qualifications determinations; 3) Developing certificates of eligibles by utilizing automated staffing systems; and 4) Providing researched responses to HR related questions. OR B. Education: Ph.D. or equivalent doctoral degree; or (three) 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR C. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Qualifying experience must demonstrate the following: 1) Researching and interpreting Human Resources regulations, policies, and procedures to perform internal and external recruiting strategies; 2) Collaborating with managers to develop, executive, and improve recruitment strategies, sources, methods, and programs; 3) Applying the full range of recruitment and staffing principles, concepts, practices, and techniques; and 4) Applying analytical methods to identify, evaluate, and recommend to management appropriate action(s) to resolve complex interrelated problems and issues. Time-In-Grade Requirement: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement. This position is located in the Drug Enforcement Administration (DEA), Human Resources Division (HRD), Diversion Staffing Unit (HRAD). This position(s) primary purpose is to provide specialized strategic and tactical services to recruit positions across the Agency and integrate efforts to develop and execute recruitment and retention incentives and strategies.
