About This Role

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/30/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of external accrediting and regulatory bodies affecting health care operations is essential. Knowledge of general office operations and functions as well as specific knowledge of VA/VHA administrative operations and related policies and directives that impact health care delivery systems. Knowledge of the capabilities, operating characteristics, and advanced functions of a variety of types of office automation software--e.g., word processing, spreadsheet, database, calendar, electronic mail-is required. Knowledge of VHA data systems including data and report retrieval as well as setting up customized reports. Requiring the knowledge and ability to determine the data categories to be set up, to identify sorting and calculating functions to be performed and to set up detailed functional procedures needed to enter and retrieve data in the proper format required for a variety of reports, records, briefings, etc. Knowledge and ability to analyze problems and present both written and oral recommendations taking into full consideration a wide range of factors and requirements which affect the management of the healthcare delivery system. You will be rated on the following Competencies for this position: Administration and Management Analysis and Problem Solving Attention to Detail Communication Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Preferred Experience: Administrative/Management/Oversight experience working within VA Mental Health (Mental Health, Suicide Prevention, Homeless Programs), with data analysis and dashboards, project/initiative implementation. Experience working across different programs/services and with staff from front line to leadership. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work requires some physical exertion, such as periods of standing, some walking, bending, crouching, stooping, stretching, or similar activities; and some moderate lifting and carrying. The work requires frequent travel to health care facilities or to attend various meetings, conferences or workgroups. Incumbent' s vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use of keyboard. The VA New York/New Jersey Network Office (VISN 2) has 1 vacancy for a Health System Specialist within the Mental Health Integrated Clinical Community (ICC). The primary responsibility is to provide administrative leadership and implement complex administrative activities of the MH ICC functions. A valuable resource in areas of data analysis, quality assessment, performance improvement, interdisciplinary issues, utilization management, risk management, and health care system investigations.
