Health Science Specialist

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/20/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The General Medical and Healthcare Series 0601 has a mandatory Individual Occupational Requirement (IOR). To be eligible, applicants must possess: A bachelor's or graduate/higher-level degree with a major study in a field related to the medical field, health sciences, or allied sciences that is directly related to the work of the position. The degree must come from an educational program accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. You may qualify based on your experience and/or education s described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supports day-to-day administrative operations, helping ensure compliance with organizational policies and procedures. Assists in coordinating reviews, documentation, and submissions for program activities. Helps prepare for internal and external audits or inspections by organizing materials and tracking follow-up actions. Reviews incoming program information for completeness and accuracy, communicating needed updates to stakeholders. Provides general administrative support for program planning, reporting, and process improvements. Manages the direction of research programs by program planning, development, and implementation; oversees the completion of projects by developing program evaluations to set objectives and plans. Serves as an advisor on research project submissions, grant management and project budget execution. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-9. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work primarily is sedentary. Some work may require periods of walking, standing, and bending in offices, laboratories, hospitals, treatment facilities, and other work areas. Employees frequently carry light items such as books, instruments, and other similar materials. The work does not require any special physical effort. The Health Science Specialist works in full partnership with the Chief of Research in the management and administration of the Research Service at the Eastern Oklahoma VA Health Care System (EOVAHCS). This position plays a vital role in supporting the day to day operations of research and assists the Chief of Research in the planning and execution of tasks required meet the demands of a growing research program and ensure efficient operation of the program.
