About This Role

This is a GG-07 target GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-07/GG-09 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-07/GS-09 level. The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. This position is a developmental position and will be filled at the GG-07, GG-09 or GG-12 level with promotion potential to the GG-12. The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Examples of creditable experience include: Broad professional knowledge of a wide range of engineering theories, concepts, principles, standards, methods sufficient to determine and/or execute actions for a wide range of assignments involving concepts and methodology of intelligence analysis of foreign ballistic missile systems and subsystems gathered through extensive job experience (or equivalent advanced educational experience and training) to permit independent determination of the characteristics of foreign ballistic missile threats and the publication of intelligence products. Incumbent must possess a general knowledge of past and present foreign ballistic missile systems as well as a familiarity with multidisciplinary intelligence processes, methods and techniques employed in their technical assessment. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. OR EDUCATION GG-07: 1 year of graduate-level education or superior academic achievement. GG-09: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of professional engineering concepts, and practices of intelligence analysis, ballistic trajectories, orbital mechanics, aerodynamics, rocket propulsion, thermodynamics, general engineering, mathematics, project management and other fields; and the standard practices, methods, and techniques of the occupation sufficient to perform difficult assignments. 2. Extensive knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. 3. Knowledge of intelligence requirements, tasking, analysis, evaluations, interpretations, reporting, collection, production and dissemination; and knowledge of the principles of project development and execution; standard acquisition regulations, practices, and procedures; and other engineering disciplines. 4. Skill and ability to provide attention to detail, balanced decision making, conceptual thinking, consistency, goal focus, problem and situation analysis, reliability, and theoretical problem solving, emotional control, handling stress, initiative, job ethics, meeting standards, listening skills, personal accountability, personal commitment, personal drive, and practical thinking skills. 5. Ability to use project management techniques, tools and communications skills to effectively manage projects across multiple teams to achieve results; ability to use computer applications in support of planning, designing, analysis, and reporting. 6. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; as well as work under the guidance of supervisors and senior engineers/analysts; and work effectively with suppliers, colleagues, and customers to achieve mission goals. CONDITIONS OF EMPLOYMENT CONTINUED: 1. This position is covered by the DCIPS, and as such will subject the incumbent to those examinations and or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101. This position is a testing designated position and as such requires periodic urinalysis testing. Failure to comply with any of the special requirements when required, will subject the incumbent of this position to reassignment or disciplinary adverse action, including demotion or removal. 2. Position is designated special-sensitive and is covered by the Defense Civilian Intelligence Personnel System (DCIPS); as such incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
