THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at 22 AIR FORCE AF with the military rank of Lt. Col, AFSC: 032E4. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, written test, specified academic courses or related curriculum. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery of two or more professional engineering disciplines, including advanced concepts, principles, and practices of engineering so as to be able to serve as a "program manager" and as the "subject matter expert" to resolve difficult facilities engineering problems and issues, and plan, design, monitor, and evaluate complex facilities engineering programs and Projects. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of two or more professional engineering disciplines, including advanced concepts, principles, and practices of engineering so as to be able to serve as a "program manager" and as the "subject-matter expert" to resolve difficult facilities engineering problems and issues, and plan, design, monitor, and evaluate complex facilities engineering programs and projects. Advanced knowledge of the regulations, policies and procedures of several engineering disciplines to review, analyze, and to provide expert advice and innovative recommendations on and execute a myriad of engineering projects and programs. Advanced knowledge of program management techniques to ensure high-level monitoring and evaluation of multiple engineering issues and problems. Skill in designing and conducting comprehensive engineering related exercise scenarios and studies; and preparing solutions to especially broad and important, engineering operational and mission related contingency areas. Ability to execute programs, projects and studies (long-range and short-range) within established financial and time constraints. Ability to plan, organize and direct the functions and staff of an organization. Ability to lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively both orally and in writing; negotiates complex issues, and maintains good order, discipline and working relations. Ability to manage and supervise a small office, including budgeting, safety, etc. OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION ARE: This is an Air Reserve Technician (ART) Officer position. As such, must sign a "mobility agreement" and meet and maintain Air Force Reserve military requirements. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30% of total responsibilities. Incumbent must hold a valid professional engineering degree from an accredited institution. Employee may be required to perform TDY, using military or commercial aircraft. Unusual tours of duty or extended hours may be required resulting in employee being required to work uncommon tours of duty. Ability to effectively operate computer software programs in support of assigned NAF/A7X and NAF/CE programs. Incumbent must obtain and retain an appropriate security clearance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
