About This Role

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirement (IOR) for the GS-801, General Engineering Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade GS-11, NH-02, or equivalent in other pay systems. Specialized experience is described as applying expert knowledge and mastery of advanced engineering theories, principles, concepts, standards, and methods to assigned projects; managing the creation of new or substantially improved equipment, materials, devices, systems, processes, techniques, and/or procedures; and monitoring and/or managing projects and programs for new construction, renovations and improvements for real property facilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of advanced professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services. 2. Knowledge of research, development, testing, and evaluation sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of the customer. 3. Knowledge of ground systems, and support equipment sufficient to plan, design, test, troubleshoot, evaluate, and oversee the development and/or sustainment of mechanical systems or devices. 4. Knowledge of engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems; of standard acquisition regulations, practices, and procedures; other engineering disciplines; and computer aided design and drafting (CADD) programs and other software such as information management and project tracking programs. 5. Skill in devising and evaluating criteria, parameters, characteristics, and interrelationships for design approaches and to assess the impact of new technology on current systems and processes. ADDITIONAL INFORMATION: - Position is covered by the Civil Engineer Career Program (CECP). Must have an engineering or architectural degree and professional knowledge in engineering concepts and practices applicable to the full range of engineering duties with the design, construction and services of projects to support FMS programs. - Security Cooperation Practitioner Proficiency Level: Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Certification Program 2.0 requirements. Requirements for Proficiency Level 2 - At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better. Incumbent must complete DoD SCW Practitioner level certification requirements within two years of entering the SC position. In addition, 60 hours of continuing education (CUE) every two years. - Security Cooperation Workforce Development (SCWD): SC4B2: Non-Key; Foreign Military Sales and Financing; Practitioner. - Physical required due to heavy lifting; extended periods of standing, stooping, kneeling and accessing areas of the construction site accessible by ladder only. A PRE-EMPLOYMENT PHYSICAL IS REQUIRED. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
