EXECUTIVE CORE QUALIFICATIONS (ECQs) To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs) and the Intelligence Community Senior Officer Core Qualification (ICSOCQ) listed below in your resume. ECQ 1: Commitment to the Rule of Law and Principles of the American Founding This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. ISCOCQ: Leading the Intelligence Enterprise This core qualification involves the ability to integrate resources, information, interests, and activities effectively in support of the Intelligence Community's mission and to lead and leverage cross-organizational collaborative networks to achieve significant mission results. Inherent to this senior officer qualification is a deep understanding of the intelligence enterprise and a shared commitment to the IC's core values. Note: If you are a member of the SES or have been certified through successful participation in an OPM-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualification Review Board (QRB)) or your eligibility for noncompetitive appointment to the SES. Mandatory Requirements: (U) Expert knowledge of IC structures, capabilities, operational mechanisms, and ability to anticipate issues relevant to the IC's performance within the economic security and emerging technology mission space. (U) Superior strategic planning, resource management, or program management skills, demonstrated through past oversight of one or more of these functions. (U) Superior analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop innovative recommendations and solutions for improvement. (U) Expert intelligence management skills, including experience in collection, analysis, program management, or resource management of a functional IC mission. (U) Superior interpersonal and negotiation skills, and the ability to build consensus, work effectively, and independently exert influence to major stakeholders. Desired Requirements: (U) Expert knowledge of at least one of the relevant mission areas (economic statecraft, global supply chains, or emerging technologies). (U) Superior oral and written communication skills, including the ability to clearly convey complex information and technical data to all levels of management. (U) Experience representing the IC in engagements with the White House, executive branch departments and agencies, and Congress. (U) Bachelor's degree or equivalent experience as determined by mission specialty area. ODNI established the Office of Economic Security and Emerging Technologies (OESET) in response to increasing demand for improved intelligence on the application of disruptive technologies and related global supply chains. Improved IC posture in this area is critical to enabling the whole-of-government response that maintains United States' economic and technological competitive advantage and ensures U.S. access to goods and services central to its national security.
