About This Role

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). EDUCATION REQUIREMENT Bachelor's degree from an accredited college or university. TECHNICAL QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Demonstrated expertise in developing and implementing comprehensive acquisition strategies for complex IT programs within large-scale organizations. This includes experience leading portfolio-level acquisition planning that optimizes contract structures, consolidates procurement approaches, and maximizes organizational buying power. Candidates must show proven ability to translate organizational vision into executable acquisition roadmaps, coordinate cross-functional teams (requirements, technical, financial), and establish governance frameworks that balance oversight requirements with execution efficiency. Experience should include managing major IT acquisitions with lifecycle values exceeding $100M, developing innovative procurement approaches for emerging technologies, and implementing metrics-driven acquisition management systems that provide visibility into program health and contractor performance. 2. Extensive experience managing acquisition programs within the Defense Acquisition System or comparable federal acquisition framework, with demonstrated knowledge of Defense Acquisition Workforce Improvement Act (DAWIA) requirements, Federal Acquisition Regulation (FAR), and Intelligence Community procurement policies. This includes proven ability to oversee complex procurement packages (statements of work, evaluation criteria, source selection plans), lead acquisition milestone reviews, and ensure program compliance with cost, schedule, and performance objectives. Candidates must demonstrate experience establishing contractor performance evaluation frameworks, conducting program reviews at executive levels, and mentoring acquisition professionals. Experience should reflect progressive responsibility in Critical Acquisition Positions (CAP) or equivalent roles, with demonstrated success delivering mission-critical capabilities through disciplined acquisition approaches in dynamic, mission-focused environments. TECHNICAL QUALIFICATIONS 1. Extensive experience in federal acquisition with emphasis on information technology and services. 2. Demonstrated success in developing and executing complex acquisition strategies. 3. Experience with various contract types and acquisition approaches for IT programs In addition to the above Technical Qualifications, the below qualifications are also desired: 1. Advanced understanding of IT systems, architecture, and technologies 2. Comprehensive knowledge of federal acquisition regulations and processes 3.
