About This Role

Conditions of Employments: (cont'd) Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband (NH-02), equivalent to the next lower grade (GS-11), or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate and support the development of plans, policy and procedures to support JNWC, USSPACECOM Components, Task Forces, and Services. Comprehensive knowledge of Joint mission, including supported and supporting command relationships of apportioned and assigned forces. Familiarity with the USCYBERCOM general support model and the use of the Cyber Prioritized Effects List and the Cyber Force Mission Alignment Process to generate support for CCMD objectives; knowledge of the deliberate and adaptive planning process and the DoD planning, programming and budgeting systems. In-depth knowledge of principles, practices and organizational structure needed to assess feasibility and effectiveness or a range of DoD plans and programs to include Joint Operational Planning and Execution System (JOPES), the Joint Operations Planning Process (JOPP), and development of operational orders affecting USSPACECOM's cyberspace mission; Knowledge of the Joint Targeting Process and understanding of the target development process for cyberspace operations. Understanding of the organizational structure and assigned mission of USCYBERCOM it's Service Cyber Component and the Cyber Mission Force. Have understanding working through all phases of offensive cyberspace operations execution and Cyber Tasking Orders (CTOs). KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of DoD, JCS, and unified command policies, functions and operations in order to interpret, evaluate and support the development of plans, policy and procedures to support JNWC, USSPACECOM Components, Task Forces, and Services. Comprehensive knowledge of Joint mission, including supported and supporting command relationships of apportioned and assigned forces. Familiarity with the USCYBERCOM general support model and the use of the Cyber Prioritized Effects List and the Cyber Force Mission Alignment Process to generate support for CCMD objectives. 2. Thorough knowledge of the deliberate and adaptive planning process and the DoD planning, programming and budgeting systems. In-depth knowledge of principles, practices and organizational structure needed to assess feasibility and effectiveness or a range of DoD plans and programs to include Joint Operational Planning and Execution System (JOPES), the Joint Operations Planning Process (JOPP), and development of operational orders affecting USSPACECOM's cyberspace mission. 3. Knowledge of the relationships between JNWC, USSPACECOM, Task Forces, Component Commands, various DoD departments and other government agencies as it relates to defining cyberspace operations requirements for enabling effects supporting USSPACECOM objectives. Ability to maintain situational awareness of partner capabilities and activities. 4. Knowledge of the Joint Targeting Process and understanding of the target development process for cyberspace operations. Understanding of the organizational structure and assigned mission of USCYBERCOM it's Service Cyber Component and the Cyber Mission Force. Have understanding working through all phases of offensive cyberspace operations execution and Cyber Tasking Orders (CTOs). 5. Knowledge of NAVWAR system employment policies, plans, and strategies related to cyberspace operations, information operations, space operations, or other planned operations in order to coordinate and integrate planned cyberspace effects supporting CCMD planned scheme of maneuver or SECDEF directed national defense activities. Ability to conduct long-range, strategic planning efforts with internal and external partners in cyber activities. 6. Skills to communicate effectively, both orally and in writing. Skill to analyze, research, present, and negotiate complex and sensitive issues with officials of diverse perspectives and views. Ability to organize and participate in or lead study teams tasked to originate new ideas, projects, and methodologies. Ability to execute projects and/or studies within established financial and/or time constraints. Ability to inspire, motivate, and guide others toward a goal accomplishment. Leadership ability, including the ability to coach, mentor, and challenge subordinates; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. Knowledge of cybersecurity principles, operational impacts of cybersecurity lapses and organizational requirements (relevant to confidentiality, integrity, availability, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
