Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement (SF-50s must be provided to show applicant is a current 1102 and has been in this series since October 1, 2000 if using this exception). Current military members who occupied a similar occupational specialty to the GS (or equivalent)-1102 or before September 30, 2000 are also exempt from meeting this requirement. Waivers: With the exception of Specialized Experience, the component acquisition career management authority may waive any or all of the requirements listed in this qualifications standard with respect to any employee of the Department of Defense if the board certifies that the individual possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated job performance and qualifying experience. Interprets and ensures that contract actions are in accordance with relevant laws, regulations, policies, standards or procedures. Reviews procurement requests to assure clarity, adequacy, and completeness. Executes and conducts the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for planning the overall approach to meet contracting program objectives for procuring a variety of complex requirements involving highly specialized procurements of significant importance to the Agency.
