About This Role
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/28/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS09 and GS12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to provide dedicated technical support to the CRH and VISN 02 Facilities with guidance and training from Leadership; Experience with short- and long-term plans, based on demographic, geographic and real-time program data for Mental Health, Primary Care, Nursing, and Scheduling Services with guidance and training from Leadership; Experience identifying, managing, and mitigating issues and risks while determining accuracy and relevance of information, and using sound judgement with guidance and training from Leadership; and Experience researching and proposing new and innovative ways to resolve or improve major problems or issues within the leadership framework with guidance and training from Leadership. OR, Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR, Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. Preferred Experience: Data, Telehealth, and CRH experience. You will be rated on the following Competencies for this position: Data Management Oral Communication Project Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is primarily sedentary, and the employee may sit comfortably. There may be some walking, standing, bending, carrying of light items, driving of an automobile, etc. Fieldwork may involve travel for training activities, attendance at meeting and conferences, and equipment maintenance, installation, and solutions. In general, this position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires periods of continued walking, standing, stooping, sitting, bending, pulling and pushing. Transferring objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations. The incumbent may occasionally be exposed to patients/residents who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on stakeholder needs. The VISN 02 Clinical Resource Hub (CRH) Health System Specialist (HSS) supports the VISN 2 CRH under the guidance of Veteran Health Administration (VHA) which provides health care services to Veteran patients across the continuum of care in both institutional and non-institutional settings. The HSS also supports the location from which care is delivered including but not limited to VA Clinical locations and provider alternate worksites.
