About This Role

You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE: Specialized Experience for the GS-15, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position is defined as: Applicants must have at least one year of specialized experience at the GS-14 level (or equivalent) that demonstrates authoritative and diversified legal experience in personnel, Equal Employment Opportunity (EEO), and labor relations law. Qualifying experience may include: Providing authoritative legal advice and guidance to senior leadership on complex and sensitive federal employment law matters, including adverse actions, performance management, misconduct, and high-risk personnel decisions. Interpreting and applying a wide range of statutes, regulations, executive orders, and case law governing federal employment, including but not limited to Title VII, the Rehabilitation Act, ADEA, FLSA, MSPB case law, and the Federal Service Labor-Management Relations Statute. Leading or overseeing the legal handling of EEO matters, including evaluating discrimination claims, reviewing investigative records, preparing or directing agency position statements, and advising on litigation risk and case strategy before the EEOC or in federal court. Providing expert counsel on labor relations issues, including collective bargaining agreement interpretation, unfair labor practices, grievance and arbitration matters, and participation in negotiations with exclusive representatives. Exercising independent judgment in resolving highly complex or precedent-setting legal issues, often involving significant organizational impact, and advising on risk mitigation strategies. Coordinating with senior agency officials, human resources, and labor relations staff to ensure legally sufficient and defensible personnel actions and policies. Interpreting and applying statutes, regulations, executive orders, and case law governing federal employment, including but not limited to Title VII, the Rehabilitation Act, ADEA, FLSA, MSPB case law, and the Federal Service Labor-Management Relations Statute. Assisting in the handling of EEO matters, including reviewing discrimination claims, analyzing investigative records, and contributing to the preparation of agency position statements and recommendations on case strategy. Providing legal support on labor relations issues, including collective bargaining agreement interpretation, unfair labor practices, grievance and arbitration matters, and supporting negotiations with exclusive representatives. Exercising sound legal judgment in analyzing moderately complex legal issues and recommending appropriate courses of action. Collaborating with agency officials, human resources, and labor relations staff to support legally sufficient and defensible personnel actions and policies. The experience may have been gained in either the public, private sector or volunteer service One year of experience refers to full-time work; part-time work is considered on a prorated basis. As a/an Attorney-Advisor (General), you will provide legal advice concerning a wide range of issues related to the internal management of the Department of the Treasury, including ethics, regulations, Departmental organization, appropriations, budget formulation and execution, disclosure, labor management relations, equal employment opportunity, and personnel law.
