About This Role

This is a Key Position. The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve". In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience: Requires comprehensive understanding of 13A-PAF activities Key person in establishing policy and objectives in administrative and technical management areas and making decisions regarding the day-to-day operations of ISATAF airfield and 1 1 million acres of the Nevada Test and Training Range Must Articulate mission duties and requirements to over 300 military, civilian and contractors to meet test and training requirements, logistics, safety and environmental concerns. Knowledge in production control, quality control property administration, facilities management and program scheduling is required for mission success. Ability to determine logistical means to execute projects within established financial and/or time constraints is required Expert knowledge of a wide range of federal agency airfield management and flight planning principles practices, procedures and instructions applicable to the full range of airfield management responsibilities on a military installation Knowledge of the procedures related to flight planning, airspace structures, weather and its effects on the flying operations and airfield conditions and how they safe fight operational. Ability to analyze a wide range of complex airfield data, synthesize into meaningful information and develop attainable recommended solutions. Overall knowledge of physical security procedures, standards and practices is required FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in the application of Air Force rated aviator (e g Pilot Navigator) expertise as it applies to assigned programs. Knowledge of DoD USAF and FAA rules, laws, regulations, instructions and directives as they pertain to airfield standards of traffic control and aircraft characteristics Familiarity of civil engineering instructions (32 series) and FAA guidance on airfield support requirements with the ability to make appropriate judgements and evaluate options in terms of consequences for airfield deficiencies. Knowledge of the procedures related to flight pian handing, routing airspace and the relationship and coordination between flight service and adjacent components of the air traffic system Familiarity of design features, performance characteristics, capabilities and limitations of various types of aircraft. Basic knowledge of weather and its effect on flying operations including forecast weather that could threaten aircraft movements, or property. Ability to identify, analyze and translate complex information into common terms. Ability to communicate effectively in oral and written communications Skills in preparing reports, organizing and giving briefings, conducting detailed analyses of logistics functions, work processes and workloads concerning logistics. Knowledge of programmed and physical security standards to advise program managers on proper range practices.Knowledge of personnel management policies, practices and procedures, including the ability to meet emergency, changing programs or production requirements within available resources and with minimum sacrifice of quality or quantity of work, and the ability to establish program objectives or performance goals and assess progress toward their achievement. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
