About This Role
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/22/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9 and for the for a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade Specialized Experience for GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: . Assists in managing and coordinating all administrative aspects of the service and participates in the development and implementation of policies and procedures that affect service operations and customer support activities. Conducts studies, surveys, and analyses and submits or validates reports pertaining to performance measures, workload, and service efficiency. Develops analytical tools, databases, and tracking systems to collect, format, and evaluate operational data and present findings and recommendations to management in an organized and actionable format. Uses automated systems and software, including Power BI and other data tools, to analyze trends, identify best practices, and implement improvements that enhance effectiveness and efficiency of service processes. Monitors and evaluates system performance, identifies deficiencies, and assists leadership in developing corrective actions. Reviews, revises, and drafts procedural guidance to ensure compliance and local policies as well as accreditation and regulatory requirements. Responds to surveys, reports, and data validation requests related to service operations. Provides administrative oversight for performance measures, risk and briefings to service leadership and participates in planning and justification of future budgetary needs. Serves as a key participant in manpower utilization, space planning, and equipment utilization programs to ensure effective use of resources. Reviews orders to verify operational need and appropriate use of funds. Educates and advises service personnel on budgetary and financial processes and requirements.OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. if related. Such education must demonstrate the knowledge, skills and abilities necessary to do the work. (Transcripts required) OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. (Transcripts required). Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Specialized experience includes Advises leadership on budgeting and financial management for EMS operations, including budget formulation, justification, execution, and reporting. Develops budget estimates and spending plans aligned with operational priorities. Maintains awareness of available resources and makes recommendations regarding the distribution or redistribution of funds. Tracks expenditures across multiple fund control points and programs and maintains a running account of funds allocated and expended. Develops monthly and quarterly cost ceilings and monitors spending to ensure accounts remain within authorized limits. Establishes internal controls to ensure sound fiscal management in accordance with applicable policies, procedures, and regulations. Analyzes financial and workload data to identify trends, variances, and cost-saving opportunities. Provides financial reports. Knowledge and skill in communicating complex and abstract concepts, proofreading and reviewing documents for content and accuracy, and presenting findings, recommendations, and negotiated solutions to service staff, supervisors, and leadership during meetings, briefings, and planning sessions. Extensive knowledge of multiple automated systems and software applications including Microsoft Office Suite, VistA, Above Par, SharePoint, and Adobe Professional sufficient to develop reports, databases, dashboards, and analytical tools used to track workload, financial, and performance data. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctorial degree or 3 full years of progressively higher level education leading to such degree or LL.M., if related. (Transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate education in excess of 18 semester hours. The primary purpose of this position is to provide administrative functions that include human resources management, budget, and finance, contract management and program analysis, office support services, and logistics in matters to support the Environmental Management Service.
